The Fifth World Summit convened on Day 29739 under the banner of the End of Era summit. Hosted by the Celestial Central Forge Theocracy, representatives from across Olera gathered to discuss the future of the server, territorial reforms, and plans for the first anniversary celebration.

Every nation was asked to contribute an activity or event to celebrate The Age of First Banners and the server's first year:

Results & Resolutions
Border Rule Amendment
Nations must now construct cities, towns, or settlements to mark their roleplay borders — not just vast swaths of empty land.
The previous system required submitting coordinates and marking borders with walls or signs. Under the new system:
- A nation may claim biomes or entire landscapes by erecting a city, town, or settlement in the area
- Claims follow natural land features: rivers, mountains, biome edges
- Claim size is proportional to the size of the settlement
- All claims must still be approved by the World Summit for legitimacy
- Proof of settlement is required alongside the claim submission
This prevents any nation from claiming large parts of the Heartlands without justification.
Independence & Independents
- If an independent has a base in an area a nation wishes to expand into, they cannot build there — always be respectful of newbie spaces
- First structure lays first claim. Server rules always take precedence
- Disputes regarding independents settling on nation territory go to the World Summit
- Independence wars are evaluated based on who built the original structure and who provided the resources
- If an independent settles within a nation's roleplay territory and later wishes to found their own nation or declare independence, this matter must be brought before the World Summit for deliberation
Geopolitical Affairs & State of the Heartlands
Three major developments were announced:
- The Kingdom of Doom and Despair — vassalized; lands transferred to the Blue Sultanate
- The Vagabonds — declared both bygone and dormant; their map area marked as "Non-claimable" pending a re-vote at the next summit
- The Order of Barsus — declared a bygone; map area marked as "Territory of the Dead" and treated as a historical region.
- The Yggdrasil Commune — disbanded as a nation entity, staying true to its original goal of being a public community project. It will now be stewarded by the collective of the World Summit.
Mistwatch Exception
Mistwatch retains its status as sovereign territory outside these changes.
A Yggdrasil neighbourhood channel has been requested — all players, regardless of national affiliation, are encouraged to build upon and expand the World Tree within theme.
Recruitment Rule Amendment
New rules limit how quickly nations can recruit fresh players:
Warning
Nations may not recruit, solicit, or invite a new player to join their nation within the first 24 hours after that player joins the server. This gives new players time to settle in, explore the world, meet the community, and decide what interests them without immediately being overwhelmed by recruitment.
Additional clarifications:
- Nations may not disturb active new-player tours with any form of recruitment, persuasion, or coercion — no loopholes
- Any nation violating this clause is subject to the Strike System:
- 1 strike — loses vote and voice at the following World Summit
- 3 strikes — unrecognized and declared dead by the World Summit
Festival Events
Each nation of the Age of First Banners is expected to present festivities for the Server Anniversary taking place on October 3rd. Events will be hosted at each nation's current hall near Spawn.
Decorations should reflect the general themes of celebration and remembrance, though creativity is encouraged. Some suggested events include:
- Gambling (slot machines, etc.)
- Parade float tours — players nominate historical sites for self-guided tours showcasing the server's first year
- A "Velkarin Surprise" event
- Fireworks displays
- Statue hedge celebrations featuring banners representing each nation
A Contributions chest will be established for players wishing to donate items toward the celebrations. The decorations will begin at the Nation Hall and culminate in an archway at the new spawn — symbolizing that we're celebrating MoleCraft's first year while making way for the next.
Miscellaneous
- The Sultanate condemned actions by High Roost (details TBA)
- A new in-game meeting spot was agreed upon by attendees
